Lubbock ISD has signed an agreement with Parkhill to begin a new demographic study, update educational specifications for future campuses, ensure compliance with state requirements and advise on delivery methods such as competitive sealed proposals or construction manager–at-risk. Staff told the committee Parkhill’s analysis will feed decisions about where to locate new schools and how to sequence projects.
Committee members reviewed the option of using existing school designs to reduce design time and cost. Reusing prototypes such as Anita Carmona, Miller, or Parkhill’s Midland prototype would shorten stakeholder input phases but staff cautioned that even small modifications — for example adding dedicated spaces for special-education behavioral programs — will lengthen timelines. Board members expressed preferences on one- versus two-story designs and on the Miller prototype for several planned sites.
