TSAP engagement shows congestion and safety concerns overlap; staff will map heat map and narrow intersections

Andrea Napoli and TSAP staff reported that public engagement identified traffic congestion as the top concern, but when congestion comments were removed the top safety-priority intersections did not materially change. Napoli said the differences between congestion and speeding comments were small and that the top three intersections remained the top three after removing congestion.
"When we pulled traffic, the top 3 intersections that people are most concerned with are still the top 3 intersections," Napoli said. Staff said they will work with the consultant to create a visual heat map showing geographic clusters of comments and have reduced an initial list of roughly 20 intersections to 10 for high-level improvements; the consultant will further narrow that list to five intersections for detailed diagrams to be shared at the October board meeting.
Board members emphasized the need to distinguish long corridors from downtown conflict points and to prioritize interventions with SS4A implementation in mind. Staff committed to bring the detailed location diagrams and recommendations back to the board in October.
