Policy board approves MTIP amendment to add ODOT ADA curb ramps
Summary
The Bend MPO policy board voted unanimously to add an ODOT curb-ramp project to the MTIP using ADA program savings; the project covers 15 locations (four within the MPO) and is estimated at about $1,000,000.
Kelly Kennedy, MPO staff, presented a short-term MTIP amendment to add an ODOT project using ADA program savings to construct curb ramp improvements at 15 locations, four of which are within the MPO boundary. Kennedy told the board the item had a standard 21-day public comment period and that no public comments were received.
"Today, we just have 1 proposed amendment. It is to add a project that is using the ADA program savings to add curb ramp improvements... And then, this is an ODOT project, and it would be at about 1,000,000," Kennedy said, summarizing locations and cost estimates. ODOT staff explained the ramps are remaining items from a regionwide ADA settlement and that bids for projects had frequently come in under conservative estimates, creating savings to fund additional ramps.
Councilor Mike Riley moved to approve the amendment and Commissioner Phil Chang seconded. After staff described how temporary impediments and barrier-removal requests are routed (including the Benworks reporting system), the board voted and the motion carried unanimously.
The board asked staff to provide maps of the specific ramp locations and to clarify whether the funds represented under-run savings or regular program funds; staff committed to follow up with the requested details.
