City Administrator Moses Amidei stated on the record that the executive session was for "Collective Bargaining purposes (5 ILCS 120/2(c) (2))." The roll-call vote was recorded as carrying 5–0 with two members absent. Executive Session began at 7:03 p.m.; the minutes show the Committee reconvened into Open Session at 7:22 p.m. and adjourned at 7:24 p.m. The minutes note no citizen participation and list no items of old or new business discussed in open session.
