Staff said the definition will clarify when a previously discussed exception for building buffers applies and prevent inconsistent interpretations during site-plan review.
Commissioner Colton Miles said he appreciated the clarifications, noting they would benefit applicants, staff and residents. The Planning Commission voted unanimously to forward a recommendation for approval to City Council. The amendment will be scheduled for Council review as part of the city's code amendment process.
