The Bandera City Council voted 5–0 to approve Resolution 2026-003, authorizing the mayor, city administrator or the administrative assistant to execute the city's contract under the CDBG MIT Resilient Communities program. The action came after a staff presentation about the grant's purpose and scope.
Gerry, a representative of Langford Community Management Services, told the council the grant is designed to update the city's comprehensive plan to identify resiliency gaps without replacing existing local plans. "There are no requirements for building code revisions or flood damage prevention ordinance," Gerry said, noting the team applied the grant work to the city's existing plans and will produce an implementation plan that can support future grant applications.
Council discussion focused on who should be authorized to sign contract documents; members agreed to designate officials who are regularly in the office and able to manage grant paperwork. The resolution passed unanimously. The council also discussed the timing of contracts and the need for staff oversight during the grant implementation phase.
The city will work with Langford to form a stakeholder team, begin contracting in the coming weeks, and progress through the grant period as the consultant and staff coordinate next steps.
