Bandera council trims REDGRANT sidewalk plans, opts to prioritize lighting to meet deadlines

The consultants said adding a Cedar-to-11th sidewalk would require additional survey and geotechnical work and could require $5,000 to $10,000 in local matching funds and would likely delay the project submission and construction timeline. Staff recommended prioritizing lighting adjacent to the already-approved sidewalk scope rather than expanding the sidewalk footprint in places where adding sidewalk would remove scarce parking. "If we do add additional scope to the project, that would require additional survey and geotech to be included," a consultant said; the consultant estimated an additional $5,000—$10,000 for that work.
Council and staff agreed to remove the extra Cedar Street parking-lot sidewalk from the grant amendment and to pursue additional lighting that fits the current environmental clearance area and timelines. Staff warned that a material amendment could risk points under the TDA midpoint review and could require community comment or a council resolution if it were not a minor change.
The council recorded support for moving forward with lighting and asked staff to proceed with an amendment request focused on lighting while avoiding scope changes that would jeopardize the grant schedule.
