City outlines $5 million total budget for North Mirror Pond project, explains restrictions on tourism funds

"We have a total of $5,000,000 for the entirety of this project, including soft costs and inflation," Joe Wells said while explaining why the team scaled back elements of the original plan. Staff said the earlier concept had shown a $4.2 million construction number; the current estimate scales scope to contain overall costs.
Staff also explained the funding source: restricted tourism reserve (TRT) funds that carry limits on eligible projects. The city worked with Visit Bend and the downtown business association to define a tourism-related facility that could include an event space so the reserves can be used; staff said a stand-alone restroom would not meet the restriction.
Councilors asked for clearer documentation of outreach and for a breakdown of items that were cut to reach the $5 million total. Staff committed to returning with more detailed design and budget lines during the design-amendment and procurement steps.
