Jonathan Horowitz, director of the Department of Business and Economic Development, told commissioners the Regional Institution Strategic Enterprise (RISE) program could bring enhanced tax credits, fee waivers, and priority access to future grant programs. "I am here today to request your authorization for the Department of Business and Economic Development to serve as the official point of contact for Washington County's potential newly designated RISE zone," Horowitz said.
Horowitz said Hagerstown Community College has agreed to serve as the anchor institution and that DBEDT taking the point-of-contact role would not impose a fiscal impact on the county. The board indicated consensus to approve a letter of support for the RISE designation; the vote on the supporting motions was recorded by the chair as consensus/voice approval.
