County staff flags omissions in Dawnbreak battery-storage JDA after PSC approval

The Zoning Administrator told the committee the Dawnbreak developer has received PSC approval for a battery-storage project and plans to sell the facility to WEC (identified in the discussion as Wisconsin Electric Corporation). Staff said they expect drawings from the developer and expressed surprise that the PSC approval occurred without local public comment. "They did recently receive approval from the PSC, which I'm surprised because with no public comment... however, further my conversations, we are gonna get an opportunity to review the plans," the Zoning Administrator said.
The administrator cautioned that the draft joint development agreement (JDA) accompanying the sale to WEC did not include conditions present in the original solar-farm JDA—setbacks, landscape screening and road-damage or road-improvement provisions. Staff said they have asked the developer to reiterate original conditions in any new JDA and said additional safety and emergency-response needs associated with battery storage (training, firefighting equipment) may emerge as plans are reviewed. The committee agreed staff should review returned drawings and raise JDA omissions in follow-up discussions; a UW Extension meeting on model ordinances is planned and staff said they will attend to clarify local options.
