Police leadership presented an updated Herriman Police Department growth-silo staffing model that reorganizes sub-silos, refines trigger metrics (including supervisory span-of-control and a four-part 60 metric), and adds capital-planning considerations. The chief said the model was originally adopted during the Truth in Taxation process and aims to tie staffing requests to measured operational needs rather than ad hoc requests.
Council members asked how often metrics are updated and who maintains them; the chief said staff currently run manual extractions monthly with Karen and the chief's deputy compiling data, and they are working with IT (Trevor) to create a dashboard that will automate recurring metrics. The council moved to approve the amendment and the motion passed. "When we went through, the truth in taxation process in 2023... you all adopted the 1st version of the HPD growth silo model," the chief said in explaining the update. The approved amendment will guide future staffing conversations and help match identified needs to funding sources.
