Planning staff Michael presented a staff recommendation to amend the Herriman zoning map for a 2.67-acre parcel at 5222 West Herriman Boulevard from C-1 Neighborhood Commercial to CF Commercial Flex to attract smaller-scale commercial tenants. Michael told the council the parcel is vacant, previously considered for development, and "does have an environmental contamination issue that will need to be addressed as part of the development." Council asked for visual concepts, a comparison of allowed uses between C-1 and CF, and what restrictions could be added by condition.
Council members discussed access and sight-line concerns on the curved roadway, asked whether the rezone could be made conditional (staff said Utah law generally does not permit a rezone that automatically reverts later), and reviewed development standards. Staff explained dimensional parity on building height (35 feet) and that CF allows slightly more lot coverage and raises the conditional-use threshold (C-1 conditional use at 22,000 sq ft vs CF at 44,000 sq ft), which could permit larger projects before conditional review.
A council member moved to approve Ordinance 2026-15 to amend the zoning map; the motion passed on a roll-call vote. Staff and council emphasized they would circulate concept visuals for public understanding and noted the developer had paid a fee to initiate the privately requested zoning amendment.
