Paxton council approves Clark Dietz contract to design North Market Street project

The Paxton City Council voted to accept Clark Dietz's proposal for design work on the North Market Street local roads project; design work will run through most of 2026 and precede a construction bidding phase. The Paxton City Council on Jan. 13 approved an ordinance to engage Clark Dietz for the design phase of the North Market Street local roads project.
Alderman Withers introduced the measure, and Mike Livermore of Clark Dietz described the work scope: the project will be split into a design phase—expected to continue through much of 2026—and a later construction phase. Livermore said the design tasks include cultural and natural resource screening, surveys, right-of-way work, utility coordination and development of plans and specifications to enable competitive bidding for construction.
Mayor Bill Ingold noted that "TIF money can be used towards these costs which will not be covered by the grant." Alderman Withers moved to approve the ordinance; Alderman Evans seconded, and roll call recorded ayes from Evans, Geiken, Larson, Pacey, Reinhart, Wilson and Withers.
The council did not adopt a specific construction timeline or final cost estimate at the meeting; Livermore described the city’s approach to cost estimating as conservative and said they expect construction-phase costs to be lower than worst-case estimates. The council directed staff and consultants to proceed with the design tasks outlined by Clark Dietz.
