Cold Spring to use $75,000 Hudson River Estuary grant for flood vulnerability plan

The board approved contracting with Hudson O'Neil to conduct a vulnerability assessment and adaptation plan for rainfall and flooding that affect Cold Spring and two neighboring municipalities. The work is funded primarily through a $75,000 Hudson River Estuary grant; to strengthen the application the village committed a $4,000 cash match drawn from current budget funds.
Trustee Bosey and staff said the study will include an extended community-engagement program and a "smart" task force of local stakeholders to guide recommendations. The village expects the consultant to complete work in about one year with a target to finish by the end of 2026. "It took a long time — thank you, Marjorie — to get the contracting through from the state," a trustee said, and the board authorized the mayor to sign the project agreement dated Dec. 16, 2025.
The study is intended to identify priority repairs and position the village to pursue construction funding in later grant rounds; staff said further budgetary decisions about capital projects will follow the assessment.
