Committee told drills must accommodate IEP/504 students and threat assessments must use Sentinel tools

Chief Mosely informed the committee that Senate Bill 57 enhances mandatory drill requirements and specifically requires accommodations be in place for students with individualized education programs (IEPs) or 504 plans during mandatory drills. He also said SB57 outlines School Safety and Security Committee membership to include a superintendent designee who is an administrator of special education.
The minutes additionally remind districts of reporting obligations under 19 Texas Administrative Code §103.1213 and related Commissioner rules: schools must report Behavior Threat Assessments (BTAs), District Vulnerability Assessments (DVAs), emergency management data and Intruder Detection Audits (IDAs) through the Sentinel system. The minutes state that effective Aug. 1, 2025, BTAs conducted under TEC §37.115 must use the threat‑assessment instrument, manual and field guide provided in Sentinel. The meeting record contains no district-level compliance plan or assigned deadlines beyond the regulatory effective date.
