Mission CISD board approves Hellas Construction BAFO to resurface Tom Landry and Veterans Memorial tracks

Ricardo Rivera, Assistant Superintendent for Operations, told the board the firm’s original proposal was $888,490.00 and the BAFO came in at $876,530.00, a reduction of $11,960.00. Rivera said an embedded contingency allowance of $60,000.00 (split as $30,000 per track) remains in the contract, but administration and the district engineer do not currently expect to use that allowance because the work is a resurfacing. He also listed a project contingency of $837,727.80 and soft costs for engineering and testing of $100,473.00 that are included in the estimate but said the district anticipates savings in those line items.
President Iris Iglesias asked about a start date. Rivera said administration will "work closely with our Legal Counsel on writing that contract" and estimated about seven days to complete the contract draft; the district then will meet with engineer Javier Hinojosa and issue a notice to proceed, "we hope to be doing that within the coming week."
Trustee Petra Ramirez moved to approve the BAFO and enter into the contract with Hellas Construction; Jerry Zamora seconded the motion and the board approved it 6-0.
The approved BAFO amount, the embedded $60,000 allowance, and the cited contingencies were presented on the record by district staff during the meeting. The administration indicated it expects some line-item savings but did not provide a finalized contract at the meeting; the board did not place additional conditions on the approval.
The district project will proceed to contract drafting and issuance of a notice to proceed; no construction start date beyond the expected notice timeline was specified at the meeting.
