City Manager Sylvia explained cemetery records are imperfect in some cases, and that a headstone had been placed at a plot that belonged to the deceased daughter's resting place; she said the city cannot gift monetary value but can refund paid fees and make the record correction. "This item is an attempt to make rights," Sylvia said, and the refund cap discussed was up to $1,000 to correct the error.
Councilmember Plunkett moved approval of the resolution; the motion was seconded and approved on the consent agenda without recorded opposition. During discussion Mayor Pro Tem Kirkland and others raised concerns about speculative purchases of cemetery plots and noted existing ordinance language giving the city right-of-first-refusal on transfers; council asked staff to return with policy options to prevent speculative plot sales and to consider transfer procedures that are not purely monetary.
The resolution passed as presented in the consent agenda. Staff noted Fairview currently carries an $800,000 balance owed to the general fund (related to columbarium sales) and that future policy work may address transfer and resale practices.
