Council discusses HOT fund, community support contracts and Bastrop Gives Foundation planning

City Manager Sylvia told the council that community support contracts that provided services last year will be handled as service contracts this year and that the application window for community-support and HOT fund applications is open (May 16–June 20).
Sylvia said staff found roughly $800,000 when closing Visit Bastrop's books and that legal counsel is advising whether portions are HOT-restricted or can be reprogrammed into the general fund. "There's a determination of, does that go back in the HOT fund or is that a general fund receipt now," Sylvia said, and added the council can consider uses such as library improvements if funds are available and legally permissible.
She also said Alicia and Taylor are developing a reporting mechanism for service-contract recipients so the city can track outcomes from community-support dollars. Council directed staff to keep the application window open and to return with legal guidance on the Visit Bastrop balance before any reprogramming decisions are made.
