At its Aug. 12, 2024 regular meeting, the Mount Vernon ISD Board of Trustees voted to set a public hearing on the district's proposed 2025–26 budget and to approve a proposed tax rate. The hearing was scheduled for Aug. 25, 2025 at 5:15 p.m., according to the minutes. The motion to set the hearing was made by Donny Richards and seconded by Kyle Clayton and recorded as passing 6–0.
Trustees subsequently recorded a separate motion, made by Josh Jordan and seconded by Donny Richards, approving the proposed 2025–26 tax rate. Both actions were recorded as unanimous. The budget overview had been presented to the board earlier in the meeting by Craig Craver, the district's director of finance.
The minutes reference delegation of limited authority to the superintendent to obligate the district under Texas Education Code provisions tied to attendance-credit purchasing (Chapter 48) as part of the district's fiscal preparations; that delegation was recorded elsewhere on the agenda.
