Mission CISD to negotiate with Hellas Construction after single bid for track resurfacing

Mission Consolidated Independent School District trustees voted unanimously to enter negotiations with Hellas Construction after the district received a single bid to resurface the tracks and field events at Tom Landry Stadium and Veterans Memorial High School.
Ricardo Rivera, Assistant Superintendent for Operations, told the board that only one proposal — from Hellas Construction — was submitted. "Their base bid for Tom Landry Stadium was $439,350.0, and a $30,000.00 contingency that will be included in the subtotal is $469,350.00. For Veterans Memorial High School, it was $389,140.00 with a $30,000.00 contingency it's $419,140.00," Rivera said. He said coaches requested additions to the design, including pole vault pits and covers for the long jump and extra striping, and that the submitted proposal covered those items.
Board members pressed district staff for details about why more firms did not submit bids. President Iris Iglesias said she found it "alarming that we only have one" bidder and expressed concern about the district's reputation if it appeared to favor a single contractor. Thomas Lee, Athletic Director, said he contacted other vendors and that some firms decline projects because of distance and logistical costs: "A lot of them don't want to come down this far with their work, they don't have their workers here," he said. Engineer Javier Hinojosa said he contacted Field Turf but could not confirm why the company did not submit a proposal.
Trustee Veronica "Betty" R. Mendoza moved to approve entering into negotiations in the order of ranking for the resurfacing projects and to negotiate with Hellas Construction, Inc.; Trustee Petra Ramirez seconded the motion. The motion carried 6-0. Rivera told the board negotiations would begin the next day and continue through the district's next meeting; district staff indicated they will request a special board meeting on Dec. 4 to consider a best-and-final offer from Hellas.
The board did not take any other contract action during the meeting. The district packet presented the bids and noted the combined base bids totaled $828,490 and $888,490 including the listed contingencies; exact final contract amounts will depend on the outcome of negotiations and any subsequent board approval.
