Councilor: county regained Rural Area of Opportunity status, easing grant invoicing

Council member Pervis reported that the governor announced the county’s reinstatement as a Rural Area of Opportunity (RAO). She said the status will allow the town to submit invoices for reimbursement for certain grants (for example, Community Development Block Grant–type processes) rather than advancing funds and then seeking reimbursement, which reduces interim lending and interest costs.
Pervis said she discovered in the state portal that building permits had been approved on Feb. 7 and that this timing, combined with RAO status, improves the town’s position before contracting. She said the town will discuss sale of the Mickelson property at an upcoming workshop as a possible source of funds if there are any shortfalls when the project goes under construction.
The council expressed that the news was welcome and that staff should continue working the administrative steps necessary to prepare for procurement and contracting.
