Carlo Phillips, a North County resident, told the Vermilion County Board he received a notice of intent for a livestock facility sited less than 0.75 mile from his family farm and asked the board to require an informational public meeting with the developer and state agency representatives. He said he supports agriculture but wants the project done "environmentally" and raised technical concerns about local soils and manure infiltration.
"I just got a notice of intent ... to construct a new log facility lehi than 0.75 a mile from my, family farmstead," Phillips said, and told the board he had consulted the Illinois Department of Agriculture and reviewed the project's environmental consultant. He reported past misapplications on similar ground and said percolation tests on nearby soils were effectively zero, which he fears will force manure into drainage systems rather than the ground.
Phillips identified himself as a licensed professional engineer in Illinois and asked the county to hold an informational meeting and a public hearing before the August 26 response deadline to the Department of Agriculture. The chair thanked Phillips for his remarks; no formal board action on the facility was taken at the meeting.
