Council approves first reading of Ordinance 2026-04 to amend FY2026 operating and capital budgets

Finance lead Laura Allen summarized the amendments: use of remaining HOT funds to complete visitor-center stairs (approximately $60,000), reallocating $106,935 from fleet and facilities operating budget to capital for a roof, concrete pad and lift, purchase of a $14,750 curbing machine from the street maintenance fund, allocation of ARPA funds into water/wastewater capital for plant rehabilitations and pipe bursting on Highway 71, and a parks reorganization creating a Parks and Recreation manager position funded by operational savings (no net new operating cost).
Jason Alfaro, Parks and Recreation Director, described how the new manager position would allow a focus on recreation programming and succession planning. Council discussed workload, succession planning and the need for clear tracking of PID (Hunter's Crossing) revenue variance (about 42% under forecast) and directed staff to follow up with the PID administrator for details to include in future financial reports. The ordinance passed the first reading and will return for a second reading on the corrected date per council direction.
