Board tables $2.16 million Ralph Cantu Jr. High HVAC procurement, awaits facility study

The Mission Consolidated Independent School District Board of Trustees voted to table action on the proposed HVAC renovation at Ralph Cantu Jr. High, a project with an estimated budget of $2,160,000. Assistant Superintendent for Operations Ricardo Rivera outlined procurement options including competitive sealed proposals (CSP) and design-build and warned the board about differences in contract negotiation and oversight.
Trustee Dolores Reyna moved to table the proposal and wait for facility-condition data from a consultant firm (Alpha); the motion passed 5-1, with Trustee Jerry Zamora opposed. During discussion trustees cited the roughly $1.1 million the district has spent on HVAC repairs since July as a reason to weigh urgency against getting firm condition data and choosing the procurement method accordingly. Deputy Superintendent Joel Garcia said the Alpha study'which could be expedited'is estimated to be completed in February and could change priorities or the scope of work.
Legal counsel Eden Ramirez described how negotiation phases differ between CSP and design-build approaches and noted that a project manager or third-party engineer can be retained to represent the district under either procurement method. Rivera said the district'if it pursues design-build'would still engage a third-party architect/engineer to prepare criteria and oversee the solicitation and ranking process. The Board did not authorize procurement or RFQs for design services at the meeting.
