School district urges phased CRA expansion; city staff say floodplain constraints and inclusion possible

Brian, superintendent of the Clark‑Shawnee Local School District, asked the commission to consider phasing the proposed expansion of the Springfield Revitalization Community Reinvestment Area so that parcels that sit on the school district tax duplicate would enter at a later phase, protecting near‑term school revenue. He requested that the district "get a seat at the table" for compensation discussions and for language in the ordinance to formalize school participation.
City staff said some parcels discussed are within a floodplain and may not be easily developable, and that a Tax Increment Financing (TIF) structure could be used for some subdivision development instead of CRA incentives. Staff also noted the new housing study showed lower home values and a need for more housing in the targeted areas, and invited continued collaboration with the district to address parcel‑level concerns.
