President Timothy H. Owens opened the meeting by swearing in Wendy Roop and Theresa Merriman to the office of trustee. The swearing was followed by a series of operational reports: Owens said steps had been taken to equip Victory Park with electricity and that the board had met with the Rockford Park District to continue planning the Victory Park grand opening, including invitations, vendors, volunteers and shirts for board members and volunteers.
Owens also said the village is "research[ing] security cameras at the park" in response to recent vandalism. Village Clerk Jessica Lang reported no new updates. The meeting record does not include a formalized grand-opening date or a security-camera procurement plan; those details will be developed in follow-up work by staff and volunteers.
