Council selects Stoddard Power Systems for substation upgrade engineering; ODOE grant to cover 75%

Conservation Specialist Ryan Westman told the council the city received three statements of qualifications in response to an RFQ for engineering services on the Substation Upgrade Project and that a five-person review panel ranked Stoddard Power Systems as the top firm. Westman described a five-phase project of improvements at the Milton and Freewater substations and explained that final contract negotiations would wait on federal grant approval.
Electric Superintendent Richard Jolly added that a request for proposals for the large transformer was outstanding with bids due July 15, 2026. Council authorized the Project Manager and Electric Superintendent to negotiate a Professional Services Agreement with Stoddard and present the negotiated agreement to council for final approval; the motion passed unanimously.
