Demographers tell Navarro ISD to plan for sustained housing-driven enrollment growth

Zonda Education presented the district's Spring 2025 demographic and housing report, telling the Board that new home starts in the district are up roughly 100 compared with last year and that 17 subdivisions are actively building with nearly 1,300 lots available. The demographer said 11 future subdivisions contain more than 5,800 lots in planning, with groundwork underway on over 700 lots across five subdivisions.
Zonda projected Navarro ISD enrollment would exceed 4,100 students by 2029–2030 and more than 5,500 by 2034–2035. Board members discussed how the projections align with the district's Long Range Facilities Master Plan and will guide future staffing and capital decisions.
