Trustees push for clearer holiday-pay language after lengthy debate over 'unless excused' clause
Summary
Board members raised sustained concerns that the holiday-pay provision requiring employees to have worked the scheduled day before "unless excused by the employer" is vague; trustees asked staff to specify supervisory authority, oversight and examples before adopting the change.

A prolonged portion of the Aug. 10 workshop focused on holiday-pay eligibility (policy 54.10). Board member (S2) said the current draft, which states that "employees must have worked the scheduled day before unless excused by the employer," reads as subjective and could lead to inconsistent application; S2 pressed for clearer language and oversight mechanisms.
Staff member (S3) and other trustees acknowledged the need for discretion in limited circumstances — weddings, religious observations, or if principals can document coverage — but the board asked staff to draft specific supervisory criteria and oversight steps so the policy is not applied inconsistently. Chair (S1) and others said they would rather delay adoption than vote under a time crunch and asked staff to return a revised version that clarifies who can excuse absences and how exceptions will be tracked.
