Johnsburg board authorizes mayor as stopgap signatory for sewer change orders

The Town of Johnsburg Board approved a resolution authorizing the mayor to sign change orders for the sewer project on a temporary basis so that someone can legally sign change orders if officials are unavailable around the start of the year.
Chair presented the resolution as “kind of just a stop gap” so the sewer project can continue moving forward if the supervisor or other designated signers are temporarily unavailable. One member asked whether a date should be added; the chair said he did not see a need for a date.
A committee member (speaker 2) clarified that the supervisor is the official ordinarily authorized to sign change orders, checks and contracts and that the supervisor can delegate that authority. Another member raised the possibility that the town may need to notify the New York State Comptroller’s Office of a delegation; the board agreed staff could check that requirement.
The resolution was moved, seconded and approved by voice vote. Staff were asked to verify any state notification requirements and to ensure the delegation is documented.
