EMA Director Joshua told the commission that a portable radio tower purchased roughly five years ago needs extensive repairs and would cost at least $30,000 to fix; he recommended surplusing the equipment and donating it to the Jackson County Amateur Radio Club to be used as a permanent fixture in the ARES emergency backup communications network. "It's gonna cost at least $30,000 to fix it," Joshua said during the work session discussion.
Commissioners asked whether the county could donate the equipment to a private club and whether the Amateur Radio Club would be responsible for transportation and liability; staff explained that donation may be appropriate if the equipment will serve a public emergency purpose and that liability transfers to the recipient on taking possession. The commission agreed to consider surplus/donation under the county surplus process and to include appropriate conditions on transfer.
