Weber County to act as land-use authority for Powder Mountain projects under interlocal agreement with Cache County

The board approved Resolution 15-2026 authorizing an interlocal agreement with Cache County that would allow Weber County to serve as the land-use authority for certain Powder Mountain development projects.
Sean Wilkinson described the arrangement: Weber County would handle subdivisions, site plans, building permits and inspections for amenities primarily located in Cache County and would be authorized to collect and retain associated development fees. "Termination of the agreement would occur if the projects are abandoned at any point, or 10 years from the date that this agreement is approved," Wilkinson said.
Commissioners asked whether Cache County had already approved the agreement; staff replied it had been sent to Cache County but that the county had not yet confirmed its approval. Weber County moved to approve the resolution and the motion passed by roll call; staff will proceed pending Cache County's concurrence.
