The Weber County Board of Commissioners approved a participation agreement and a matching resolution authorizing the Community Reinvestment Area (CRA) to provide tax-increment financing to the Nordic Valley Public Infrastructure District.
Stephanie Russell, introduced by the chair to present the item, said the agreement "outlines the terms and conditions of providing tax increment finance to the public infrastructure district to assist them in paying off their infrastructure bonds for that particular project." She told commissioners the county's updated CRA policy requires participating entities to use funds exclusively for infrastructure and to provide annual reporting on fund usage.
A commissioner moved to adopt Resolution CRA 01-2026 as presented. The board held a roll-call vote and the motion carried. Commissioners then approved the underlying participation agreement by voice vote, confirming both the resolution and the agreement were adopted at the meeting.
The agreement formalizes the county's approach for supporting infrastructure financing for the Nordic Valley project while adding reporting and use restrictions intended to increase transparency and ensure that funds are applied to capital work rather than other uses. The county staff said the item follows similar CRA–PID participation arrangements used in past projects.
