Council hears staff proposal to raise two PID assessment rates; residents press for tangible neighborhood improvements

During a consolidated public hearing on 10 public improvement districts, staff planner Molly Balasteros outlined recommended assessment changes and the reasons behind them. She proposed raising the Willow Bend Villas assessment from 15¢ to 22¢ per $100 valuation and raising North Overton from 18¢ to 20¢ to address maintenance shortfalls and build financial capacity for future maintenance after developer turnover; several other PIDs were proposed to stay at their current rates.
Cypress Ranch resident Bailey Salcedo told council she opposed any increase unless residents saw tangible returns such as parks, playgrounds, consistent code enforcement, and traffic-calming measures. "If an increase is necessary, please give our family something tangible that we can actually use," Salcedo said. After hearing public testimony and no further speakers, council closed the hearing and approved items 7.3–7.12 unanimously.
