New Braunfels ISD board adopts 2024 tax rate of $1.0377 per $100; M&O rate dips slightly

The New Braunfels Independent School District Board of Trustees on Aug. 21 adopted a combined 2024 property-tax rate of $1.0377 per $100 of taxable value, following presentation of certified appraisal rolls from Comal and Guadalupe counties.

Jose Betancourt, the district's Director of Finance, told the board that after recalculations following receipt of certified values the district's Debt Service rate would remain at $0.3408 and the Maintenance and Operations rate would be lowered to $0.6969. He said, "the tax rate for 2024 has been slightly adjusted. The Debt Service Tax Rate remains at $0.3408, while the Maintenance and Operations Tax Rate is now proposed to decrease slightly to $0.6969. This results in a combined total tax rate of $1.0377 per $100 valuation, which is $0.0042 lower than the 2023 adopted tax rate."

Betancourt had presented the certified appraisal rolls from the Comal and Guadalupe county appraisal districts and an estimate of properties under protest; the rolls reflect values as of Jan. 1, 2024 and were delivered to Tax Assessor-Collector Kristen Hoyt on July 25, 2024. He also reviewed required notices under Section 26.04 of the Texas Property Code and the district's Truth-in-Taxation materials, and recommended the board accept the certified taxable values and approve the tax-rate notices.

The board approved the submission of the 2024 certified taxable values and later voted to adopt the rates. Motions were recorded as moved and seconded and the votes were unanimous (6-0). The adopted rate will be used to calculate the district's tax levy for the 2024 tax year.
