Councilor Lane pressed for accountability during the discussion, saying, “Discussion is gonna be 25,000.” City staff and HICA representatives said applications will require documentation — proof of lease and vendor payment arrangements — and that HICA will pay vendors directly for moving services or deposits. Councilor Nick Sims noted the fund's seed nature and encouraged community donations earmarked for Park at Buckingham through HICA's website. The motion passed 5–0 and was recorded as resolution 26 85.
