Matt Link of the Board of Elections walked candidates through the practical rules for raising and spending in Takoma Park, starting with the aggregate contribution limit: "In Takoma Park, we have a $1,000 contribution limit," he said, and emphasized that candidates must track donors' cumulative giving across the cycle.
