At the start of the meeting, Mr. Ed Kieper moved and Ms. Elizabeth Rafferty seconded a motion to approve the June 10, 2026 minutes; the motion passed with all present voting Aye (Hayden, Kieper, Zeidan, Rafferty, Zemp). Later, Mr. Trey Hayden moved to adopt Resolution 2026-11 to convene a closed meeting under Virginia Code 2.2-3711(A)(3) (real property acquisition/disposition) and 2.2-3711(A)(5) (prospective business/industry discussion); Ms. Rafferty seconded and the motion passed unanimously.
After returning from closed session, the EDA adopted Resolution 2026-12 to certify compliance with the Virginia Freedom of Information Act; Mr. Hayden moved, Mr. Zeidan seconded and the motion passed with all present voting Aye. The board also recorded administrative directions for staff, including QuickBooks training registration for Ms. Carlisle and Ms. Harper and follow-up tasks related to Opportunity Zone support and Comprehensive Plan amendments.
