The Olney City Council conducted multiple procedural votes during the meeting. The presiding official first called for a motion to return to regular session; the motion was moved, seconded and approved by voice vote.
Later, following closed-session business, a council member moved to terminate the employment of Alan Barker as city manager, to provide six months' severance, to require that the severance agreement be signed within seven days, and to pay accrued vacation and personal days in accordance with Illinois state law. The motion was seconded and approved by roll-call vote. The roll call as read in the transcript recorded Councilman Iyer, Mayor Lambert, Councilman Miller and additional entries labeled "Councilman" and "Councilwoman" all voting Yes; the presiding official announced the motion passed.
After that vote the presiding official asked for a motion to enter closed session to discuss appointment, employment, compensation and performance of specific employees. That motion was moved and seconded and the record shows it was approved by voice vote.
