Council gives first reading to zoning rezone ordinance after two recusals

Council Members Vicki Riddle and Mayor Pro Tem Jeff Wilson recused themselves from the item because of conflicts of interest and did not participate; the remaining three council members voted 3–0 to provide first reading by title, waive further reading, and direct staff to return the ordinance for second reading and adoption. The hearing record included public comments from property owner Chris Tantau expressing support for the staff-recommended alternative site and from other participants who voiced general support for staff recommendations. The council did not vote on final adoption on July 28.
