The Raymore City Council approved the first reading of Bill 4047 on Aug. 10, authorizing a conditional-use permit for Cass County Public Water Supply District No. 10 to construct and operate a water tower south of 195th Street.
Todd Gress, who presented the staff report, said the proposed tower height is "approximately a 185 feet" and explained that water towers are classified as a major utility under the city's unified development code. A representative of the water district told the council the project envisions "a 750,000 gallon tank to accommodate future development in the area" and that final design details will follow the land-acquisition and engineering phases. Planning & Zoning unanimously recommended approval and staff attached five conditions, including submittal of a final plat before building permits, extension of sidewalks along both frontages, removal of a visibility‑obstructing right‑of‑way tree, extension of the existing landscape buffer, and a requirement that any future tower signage seek a conditional‑use approval.
Councilmember Serco moved approval and Councilmember Burke seconded; the motion carried unanimously, 7‑0. No public speakers addressed the council during the hearing.
