Corpus and her counsel repeatedly argued during public comment that the county did not produce documents ordered by a court and that the process was rushed and constitutionally suspect. County counsel and the hearing officer, however, concluded the administrative record supported removal on multiple grounds; the board voted to adopt that conclusion later in the meeting.
