Commissioners hold Westbridge Meadows ownership change for work session review

County planning attorney Charlie Ewart presented proposed contract language to adjust ownership provisions in the Westbridge Meadows development agreement so landowners retain title while assigning master‑developer responsibilities to a master developer.
Ewart said the restructured approach is not a land‑use change but an ownership/tax modification intended to protect county interests while accommodating developers' preference that landowners retain title. “When we created the development agreement, we had anticipated that the property would all be owned by a single developer... the landowners retained ownership of the property but signed over master developer responsibility to the master developer,” Ewart explained.
Several commissioners raised concerns about liability, the county’s ability to trace financial obligations if responsibilities are split, and the need for legal review. One commissioner suggested the item should have been vetted in a work session. Commissioners moved to hold the item and ask staff and legal to present details at a near‑term work session before the commission acts on execution and recording.
Ewart told the commission the developer is prepared to sign within a week or two but that staff would bring the item back after the requested work‑session review.
