Weber County approves drainage and repaving contract for 2550 North at Rulon White Boulevard

The Weber County Board of Commissioners voted to award a construction contract to Asphalt Construction & Excavating to rebuild drainage and repave the intersection at 2550 North and Rulon White Boulevard.
Ashley Toman, a county public‑works presenter, told commissioners the work will install storm‑drain boxes and piping and raise the road grade so water will move downstream and the intersection remains travelable during rain events. “This contract is to go in there, install some, storm drain boxes and pipes, and then ... bring the grade of the road up so that when it does receive water, it doesn't end up being that deep,” Toman said.
Toman said the project was put out to bid with eight bidders and the county selected the low bidder, who has worked with the county before. He also said the contractor agreed to install conduit for a future traffic signal if engineers specify exact depth and placement, and that businesses in the area were notified to minimize disruption during paving operations.
Commissioners moved to approve the contract as presented and the motion carried by voice vote. The contract award includes coordination with local businesses and limits to long‑term road closures; Toman said short closures for paving are possible.
The project follows repeated rain events that left the west leg of the intersection subject to deep standing water and intermittent traffic problems. County staff said the work is intended to improve safety and reliability of the intersection during storm events.
