The Planning Commission recommended approval by consent for a redevelopment plan from the Virginia Pilot Association to replace an aging pilot station with a modern facility that consolidates maintenance, offices, training and on‑call dormitories.
Staff said the proposed facility would contain about 14,625 square feet, operate 24/7 with multiple employees per shift and be constructed in two phases over about 18 months. Because portions of the site lie within a special flood hazard area and moderate wave action zone, staff noted the building must comply with the city’s floodplain ordinance (elevating the lowest horizontal member and obtaining an administrative floodplain variance for water‑dependent portions). The application also requests a front‑yard setback deviation; staff recommended approval subject to listed conditions and said two letters of support were included in the supplement package.
Commissioners who reviewed the plan supported the consent recommendation while noting concern over notice sign placement at a constrained, secure waterfront site; staff said sign placement met legal requirements but the planning director can designate alternate sign locations where the public may actually see them. Vice chair and others urged improved on‑site notice in the future for projects where the public cannot readily see legally required signs.
The consent recommendation now goes to City Council for final action; staff noted the applicant must secure an encroachment agreement with City Council for certain improvements in the city right‑of‑way prior to site plan approval.
