Julie Gauthier, presenter for the district, outlined Port Neches-Groves Independent School District's proposed Title I, Part A and High-Quality Pre-K Parent and Family Engagement Policy for 2025–26 at a public hearing on June 9.
The policy document states that "Port Neches-Groves ISD is committed to a tradition of excellence in education," and lays out how the district intends to meet ESSA section 1116 requirements, including development of school-level parent–school compacts and meaningful parent consultation. The presentation described the district's plan to revise the districtwide policy annually and to present it for approval at a public hearing open to all district parents.
The policy requires an annual evaluation conducted with parent involvement to identify barriers to participation (with attention to parents who are economically disadvantaged, have limited English proficiency, limited literacy, or disabilities) and to use those findings to design more effective engagement strategies. Campuses will compile results from parent and family engagement surveys and share those with district administration.
The presentation emphasized capacity-building activities for parents and staff: parent nights, campus workshops, online learning resources for K–5 literacy and math, Skyward Family Access for gradebook visibility, and training for teachers and staff in family engagement practices. The district also committed to posting the policy on its website and maintaining Title I campus webpages.
