HHS Secretary Bobby Kennedy told attendees the Dream Center's approach — combining housing, treatment and wraparound services — should be a national template and stressed that federal agencies must demand evidence that programs are helping people exit homelessness. Kennedy said HHS has expanded program-integrity work and is deploying AI and algorithmic tools to detect and stop fraudulent payments before they are disbursed.
Kennedy recited figures he said showed the scale of the fraud problem, saying "HHS alone, we've uncovered nearly a $100,000,000,000 in fraud" and that the agency has clawed back billions. He emphasized aligning behavioral health and housing systems and increasing investment in outreach and treatment, including a cited $100,000,000 for an outreach program to bring treatment and recovery services to people on the street.
