Cheyenne Harnage told the board the interlocal is primarily administrative and supports prior FPRA actions — including a specific authorization that directed INSPIRE to advance project design. The item moved, was seconded and passed by roll call vote.
Staff said the Marina Square design phase will produce stronger cost estimates to inform upcoming capital requests and that the agency will provide coordination support to the city as needed. No additional funding amounts were discussed in detail in the staff presentation; design and subsequent construction phases will be returned to the board for approvals as required.
