The Fort Pierce Redevelopment Agency on Aug. 11 authorized up to $24,900 to engage TLC Engineering Solutions to perform a building-envelope and HVAC condition assessment at the Means Court center. The one-time authorization gives the consultant about 60 days to deliver a report that will inform whether the city pursues design work and construction bids.
Cheyenne Harnage, the agency’s director of community and economic development, said the third‑party assessment will identify leak sources and the extent of HVAC problems so staff and the board can decide whether mini‑split systems or a central HVAC solution is warranted. “We thought it would be best to have a third‑party professional consultant assess the building,” Harnage said during the meeting.
Commissioners pressed staff on scope and next steps. One commissioner asked whether mold or air‑quality testing was included; an engineer on the call answered that mold and air‑quality testing are not included in the current scope, and that staff wants to first determine where moisture is entering the building before ordering those tests. After the discussion, the board voted by roll call to approve the authorization.
The action was taken as a pulled consent item: the board approved the remainder of the consent agenda and later moved, seconded and recorded a unanimous vote to authorize the Means Court assessment. The authorization notes a not‑to‑exceed amount of $24,900 and a target 60‑day completion window for the consultant’s assessment.
