The council adopted a resolution approving an administrative policy to implement requirements associated with SB 13 83 (state organic‑waste reduction law) while Rolling Hills maintains a low‑population waiver that limits the city’s obligations.
Management analyst Samantha Crew explained the waiver exempts the city from many collection requirements but does not eliminate the need for written procedures documenting education, complaint handling, inspection triggers, procurement of recycled‑content products and recordkeeping. She said the waiver (submitted Aug. 3) maintains the city’s limited duties and that staff has used a $75,000 CalRecycle SB 13 83 grant to host composting workshops and produce three educational videos now posted on the city website. "Rolling Hills currently has a low population waiver that exempts the city from many of the collection and implementation requirements," Crew said, adding that approximately $20,000 remains from the grant for continued outreach and eligible activities.
Staff recommended adoption of Resolution No. 1422 to formalize administrative procedures; the council approved the resolution by voice vote. Crew and council members noted the city should keep procedures in place to respond if commercial or regulated food generators are established in the future.
